Matters began to change in the 1990s, especially for the United States. Even though the worldwide total of terrorist incidents declined in the 1990s from what it had been in the 1980s, the attacks were increasingly directed against Americans, and the lethality of each attack increased. Throughout 16 the international setting most of the 1970s and 1980s, about one-third of the terrorists incidents each year involved the United States. ”23 Terrorism is the weapon of the weak against the strong; because the United States is so strong militarily, non-state actors, or even states, cannot directly take on the United States, and so they resort to asymmetric means.

The last three are not new, having become manifest during the latter half of the Cold War, but their magnitude has grown enough since then that they can be considered distinctive features of this era. Old and new, all five factors have great influence on the United States, its role in the world, and its strategic options. In this chapter I describe each of these features in turn and show why they are the ones with the most bearing on the United States. I make the case for focusing on these five and not others that are commonly cited.

In the 1945–1955 period, as now, five of the seven great powers were democratic. These statistics seem to suggest that the level of democracy among the great powers is unexceptional, but that would be the wrong conclusion. The current “aftermath era” does differ from the previous two, because democracy is more firmly rooted among the great powers than ever before. In the 1920s, democracy was a relative newcomer to Italy, Japan, and Germany. Italy’s democratic experiment after World War I was very short-lived; Japan’s and Germany’s did not last much longer.
